Are schools in California required to follow parking regulations per local zoning ordinance; e.g., the number of parking spaces required for a newly constructed school stadium? I am concerned a proposed new stadium will not have adequate parking at the school; and at the current time, said existing parking does not comply with local zoning ordinance.

The link to page 151 in the Zoning of Schools does not work and I am looking for documentation. The Sacrameno Planning Department has already said they have no jurisdiction over school property, but the school board reports they still have to comply with local ordinance. I am thinking about starting a lawsuit against the school board for the inadequate parking, but I need to know if they still need to comply with local zoning ordinance even if it is not enforced by zoning ordinance. Therefore, the documentation is important to me. Please respond. Thank you very much.
