what is the best way to stop a special use permit from a neighbor that wants to put up a dog kennel in an agricultural zone??

The best way to stop any special use permit is two-fold (1) pictures and (2) petitions. At the hearing before the zoning commission, they will want to here from remonstrators why this non-conforming use is not suitable for this zoning. Some of the main issues are (a) not meeting setback requirements, (b) lot size is too small for dog kennels, (c) the roads in the area would not permit increased traffic, (d) times in which people would be picking up their animals.

However, the most important is (e), the effect that it could have on other neighbors in the area. If you can get a petition, or even better yet, people to attend the hearing to discuss their concerns of the opening of a dog kennel, it will go a long way with the board.
