Must a municipality adopt and file a comprehensive plan prior to adopting a zoning ordinance?

only if the adoption of the zoning ordinace is not in compliance with the current comp plan filed with your state. If it is in compliance and meets the plan that is current they can adopt it. Please reply if you need further assistance.

Therefor, which is first: The Comp Plan or the Zoning Ordinance?

I show that Breeze does have a comp plan.

This question is for any non home rule municipality in Illinois that has not established a comprehensive plan prior to adopting a Zoning Ordinance.
